Now computer science play a vital roles as a tool that reduces the difficulties of life. In broad sense its application can be used in different areas which include Agriculture, Learning, Health, etc. This research project should be focused based on use of computer in the field of health to prescribe a patient although the health is defined as “a state of complete emotional and physical well-being. Healthcare exists to help people maintain this optimal state of health.” The (www.medicalnewstoday.com) and WHO (1948) defined health as state of complete physical, mental and social well-being and not merely the absence of disease or infirmity.

Moreover the word patient defined as the most often ill or injured and in need of treatment by a physician, nurse, psychologist, dentist, veterinarian, or other health care provider. (Wikipedia)

An individual who is receiving needed professional services that are directed by a licensed practitioner of the healing arts toward maintenance, improvement or protection of health or lessening of illness, disability or pain, (US Centers for Medicare & Medicaid Services).

Text of a Press Conference Addressed by Hamza Ibrahim, Coordinator, Countering Hate Speech Project, Centre for Information Technology and Development (CITAD)

Date: 23rd October, 2019.
Venue: Conference Hall, Matho Crystal Hotel, Yenagoa, Bayelsa state.

Introduction
Hate speech is a major problem that tends to undermine peaceful co-existence among Nigeria’s diverse communities and threatens the political stability of the country. Hate speech is particularly widely spread in the social media. With increasing reach of social media and its high speed of delivery as well as its relative affordability, the danger that hate speech can easily catalyze large scale violence is real. There have already been instances in which hate speech had already occurred before and during the 2019 general election. And as we approach gubernatorial election here in Bayelsa state, it is instrumental that awareness is intensified to ensure that people desist from hate speech and violence against women particularly in the social media space in order to have peaceful election and continued peace in the country.

About the Project
The Centre for Information Technology and Development (CITAD) is implementing Countering Hate Speech Project in Nigeria with support from National Democratic Institute (NDI). The project tracks and counters hate speech and online violence against women with a view to raising awareness as well as campaign and advocacy towards addressing the consequences of the phenomena. Bearing in mind that the population of Nigerians on social media platforms is speedily growing, and the online visibility of conventional media also gives room for discussion, hate speech and online violence against women are sadly becoming rampant. It is against this background that CITAD implements the project.

From Our Observatory (Monitoring Platform)

As the gubernatorial election scheduled for November 16th here in Bayelsa state continues to approach, we, the Centre for Information Technology and Development (CITAD), have monitored and tracked a total number of four hundred and twenty (420) hate speech online violence against women items from different social media platforms-Facebook, Twitter, blogspots and websites of conventional and online newspapers. On social media, the speech items were tracked from groups, pages and individual posts on Facebook, on Twitter from tweets and replies to tweets. On webpages of conventional and online newspapers as well as blogspots, the speech items emerged from the comments sections. First North East Books and Education Conference and Exhibition (NEBECE)

The North East has the worse education indices in the country. It has the lowest enrollment rates, the lowest completion rates and yet the worse teacher-student ratio.  The region’s performance in the NECO and WASC as well as JAMB has been at the bottom of the national ranking. Consequently, it has the least number of admissions to tertiary institutions. By the same token, it has the least number of graduates per population in the country.

This poor educational performance is partly responsible for also the high youth unemployment situation in the region. It is also implicated in the worse poverty incidence in the country.

Both unemployment and poverty are key factors in the growth and flourishing of the Boko Haram Insurgency which has devastated the region, making the situation worse. Social infrastructure such as schools, markets, factories, etc have been destroyed. As a result, more youth have been thrown out of employment. Many people have lost their means of livelihood.  Both of these have increased poverty and unemployment. School enrollment has further deteriorated due to long close of schools, destruction of education facilities and the killings of both teachers and students by the insurgents. The abduction of students, particularly the female student of Chibok, has brought a set back in girl child education as both parents and children fear about more abductions.

Given this,it is imperative that a multi-pronged strategy is needed to reboot and accelerate the educational progress and development of the region.
